Nearshore software development from Romania

A Timișoara team for companies in Germany, Austria, Switzerland, the USA and Canada: EU law, working hours that overlap with yours, and software built secure by design.

TEMERON has developed software in Timișoara, Romania, since 2002, for clients in Romania and across Europe. Today we work for companies in Germany and Austria, directly and as the delivery team of a German digital company. We offer the same to companies in Switzerland, the USA and Canada that want a reliable development partner in the EU.

Nearshore, for us, means more than a lower rate. It means a team you can reach during your working day, contracts under EU law, personal data handled under the GDPR, and engineers who also do cybersecurity and run their own company on AI.

Why Romania, and why TEMERON

  • EU member state since 2007: EU law applies, the GDPR applies directly, and EU contracts and invoices work as at home.
  • Time zone: Romania is one hour ahead of Germany, Austria and Switzerland all year round, so the working day is practically the same. New York mornings overlap with our afternoons; with the US and Canadian West Coast we agree a fixed daily window.
  • Languages: we work in English, German, French, Dutch and Romanian.
  • Security built in: TEMERON is also a cybersecurity company and a beneficiary in EU security research (CROSSMARE, CIPHER). Secure CI/CD, audit logging and access control are part of how we develop.
  • AI-driven: we run our own administration on TEMERON NEXUS, our private AI assistant, and bring that experience to the software we build.

For companies in Germany, Austria and Switzerland

Our clients in the DACH region have included Smartments (booking platforms for serviced apartments and student housing in Germany and Austria), 1Q Health (a pharmaceutical CDMO in Germany and Austria, platform migration to Next.js and React) and Velaris / Skalar Group (HubSpot and marketing automation, delivered with our German partner Pointslook). Agencies and digital companies can work with us as the delivery team for their own clients.

If your customers are covered by NIS2, they must assess the security of their suppliers (Art. 21). A supplier inside the EU, under the same directive and the same data protection rules, makes those questions easier to answer.

For companies in the USA and Canada

Most of our clients so far are European, and we say so plainly. What we offer North American companies is an EU-based team for products with EU customers, EU operations or EU grants: development under EU law, personal data processed under the GDPR, and a partner who already works in English every day. Contracts can be in English, and we agree a daily overlap window that fits your team.

How you can work with us

  • Hourly: book developers by the hour, with every task tracked in Jira for full transparency.
  • Dedicated team: full-time developers at a fixed monthly cost, working only on your product.
  • Mixed: for example full-time developers plus hourly project management and testing.
  • Project-based: a defined scope, deliverables and timeline.
  • Build your team: we build a team within TEMERON that can later be transferred to your company.

Contracts, NDA, IP and data protection

We sign your NDA before you share confidential details. Ownership of code and intellectual property is set out in the contract before work starts. Where we process personal data on your behalf, we sign a data processing agreement as the GDPR requires (Art. 28).

Frequently asked questions

Is Romania in the EU?

Yes, since 2007. EU law applies, including the GDPR, so working with a Romanian supplier is legally the same as working with one in Germany or Austria.

How much do our working hours overlap?

With Germany, Austria and Switzerland almost completely: Romania is one hour ahead all year. With US Eastern time, our afternoon is your morning. With the West Coast we agree a fixed daily window.

Which languages does the team work in?

English, German, French, Dutch and Romanian.

Can agencies use TEMERON as their delivery team?

Yes. We already work this way with a German digital company, delivering HubSpot, design and development work for its clients.

Have you worked with clients in the USA or Canada?

Our clients so far are mostly European. We offer North American companies an EU-based team for products with EU customers, operations or grants, and we are happy to show references from comparable European projects.

How do you protect our code and data?

With an NDA before details are shared, IP ownership defined in the contract, a GDPR data processing agreement where personal data is involved, and secure development practices: hardened CI/CD, audit logging and controlled access.

What does it cost?

It depends on the team and the engagement model. We send a proposal after a first conversation; we do not publish a price list.
